Builder built 8flats instead of 6flats as per approval plan. He deceptively hold some UDS out of plot and clandestinely obtained property tax assessment for the unauthorised flat and after some time he raised a settlement deed in favour of family members. But In the settlement deed approved plan details not mentioned. Such frauds can be enquiry under section 82 and 83 of registration act. Please explain the position. Thanks

Such frauds can be inquired under Sec.27 and action will be taken u/s 64 of the Stamp Act. see amendments as they vary from one state to another state.

As rightly opined by expert Mr Satyanarayana Sir, it differs from one state to another.
You may lodge a complaint with the local civic body which approved the construction plan and produce the documentary evidences to prove the fraudulent act done by the builder.
The competent authority will initiate suitable action including demolition if the newly constructed flats are contradicting the approved plan
