For consumer there should be a "good" or "service" as bone of contention & there should be deficiency wrt goods / service. Also there should not be a commercial interest.

If it is a Listed company SEBI,BSE and ROC would be the Right authorities.

The straight forward answer is no.
You can choose to file a complaint against a listed company using www.scores.gov.in OR File a complaint in Registrar of companies through their website.
trust me, my experience has been that both of these work as long as our grievance is genuine.
