Size of elevator in high rise residential complexes

Dear sir
I am living in a 17 storied building in prateek royal cliff crossing republic ghaziabad.the builder had provided two elevators of size 4' by 4' .In emergency ,if a patient is required to get hospitalized ,the elevators dont have sufficient space to carry a stretcher.then how a person will travel 17 floors on stretcher.I want to know if there is any mandatory provision for the builder to provide at least one lift sufficient to carry a stretcher.

1. Check whether any provisions of elevator in the book "Ghaziabad Development Authority Building Bye-Laws 2008"?
2.If Said Bye-Laws is Silent then you need to check 'National Building Code'.

Building Bye-laws always contain such provision and if it has been violated by builder then you can initiate legal action against him. NOC is granted only when all constructions are made by builder according to site plan and building plan. Serve a legal notice to builder and GDA and ensure this facility.
