my neighbour is illegally encroaching him Society flat, which is blocking our kitchen window. Need advice to stop him to expand his walls.

Your civil rights also permit you to approach civil court and obtain stay order against such encrocher. Get an injunction order against him.

File a civil suit for Permanent Injunction with Interim application for interim stay order in civil court against ur neighbour
in ur zone of ur state and then you can get

stay order against ur neighbour.
