I am owning a flat in a newly constructed 6 storey building. Completion certificate is obtained till 5th floor only. Can society formation is initiated eventhough completion for 6th floor is pending?

The owners of the flat of five (5) can form society. after completion of 6th floor, the owners of that flat also may join as members.
