Someone blackmailing

2 months ago I started using telegram and I went on a group there was a girl saying vc available so to see if it was real I DM her and she said 80 rupee and I did payment but she didn't vc now after 2 months someone call me and says that this girl is arrested and are asking 3600 rupee and saying if I didn't do payment they will capture my parents PLEASE HELP

You don't pay anything to them.
They are just trying to put pressure on you by such threats.
You may just block them in all social media networks.
They cannot do anything.
If they still would go ahead, then you can lodge a criminal complaint with the local police and seek protection

Yes. You can file a complaint against them in the Cyber cell.
