Special marriage act sec 5, one of the couple isa foreigner

I am an Indian wanting to merry a French national, in India. i went to give a notice Intending to Marry under section 5, to Dist Marriage office in Surat.
he straight away denied that since the girl is a foreigner its not allowed !!??
just to ad that this girl has been living in India for 3 years on employment visa and is still living in Surat. the girl is Catholic by her religion just to ad and i am a Hindu male.
is it true that its not possible to marry under section 5? if it's possible can any one help me with suitable information to talk to the officer?
if its not allowed under section 5 under which law it's possible to marry?
i would be very thankful to get a proper advice from any learned lawyer here.

You’ll need to submit your intention to get married to the registry office, along with evidence of residency, certified copies of passports and birth certificates, and two passport sized photographs each. It's only necessary for one of the parties, to be present to submit the intention to marry.
In addition, evidence of eligibility to be married is usually required. Anyone who hasn’t been married should obtain a single status affidavit

As correctly opined by experts above, the marriage can be performed and registered under the special marriage act.
