SIR,
I WOULD LIKE TO KNOW,ON WHAT AMOUNT IS THE STAMP DUTY AND REGISTRATION CHARGED?ON THE VALUE THAT I HAVE PURCHASED THE FLAT OR ON THE CIRCLE RATE AS ON TODAY?

Whatever the rate the registration authority would determine you have to pay duty on that amount only.

It differs from State to State and place to place so better to enquire this locally from the office of registrar or the deed writers of your area.

Stamp duty and registration will be charged on the basis of the actual consideration paid or the circle rate whichever is higher.

There may be situations where the actual consideration is less, and one may pay the stamp duty on the basis of circle rate which is higher.
From this year on wards, under the Income Tax Act, in the hands of the seller, the difference between the circle rate and actual consideration will be treated as additional capital gain.
In the hands of the purchaser, the difference between the circle rate and the actual consideration will be treated as income and income tax will be charged in the hands of the purchaser also.

If the builder is not doing registration till possession then why the purchaser should suffer by paying higher charges in case of price rise?

unless you make full payment builder would be reluctant to register agreement . hwence they delay registration

Yes!BUT This is a term to be put before the builder and get incorporated in the agreement with builder.Arguing logic with us would not work unless you two agree by agreements.

In builders agreement or any agreement which you have entered with your builder on clause should be their which means stage payment for the payment of flat cost see whether in stage payment there is any stage for registration of UDS or If you paid amount which covers the cost of land then you have all rights to question your builder to register the Undivided share of land in your favour

It shall be better to make full payment of consideration and get the agreement registered then you need not to pay additional stamp duty.
