Stamp duty based on uds for new apartment

Hello,
I already purchased an apartment in other state of india from a builder . Since i was the first owner, i purchased the stamp duty for UDS value (435sq feet) not for the property value. I purchased around 17k
Now i tried purchasing a new apartment in banshankari in bangalore karnataka. Here the builder is aking to buy the stamp duty for whole property value of about 27 laksh which is around 2.7 lak.
Please clarify me.. Can i purchase the stamp for UDS value in bangalore also?

My Question is very simple. Will the basic stamp duty ACT Vary between states in india?
I purchased stamp duty for (Undivided share) UDS Value for a newly constructed apartment in tamil nadu where as i was asked to purchase the stamp duty for Whole property cost in Bangalore instead of UDS?
Is it true ?
Is there any law in Karanataka state that we should purchase stamp duty for Whole property cost instead of (Undived share) UDS. ?
