Stamp duty on development agreement and validity of general poa

Hello to All experts

(1) What is the stamp duty applicable on development Agreement in Gujarat. The land owners i.e. X have executed an development agreement in favour of partnership firm namely 'Y' giving them rights to carry out construction work,to take necessary development permission, B. U. Permssion, to receive payments from members. I must state here that the partnership firm consist of the two land owners as partners.
(2) General Power of Attorney dated 29-03-2003 on Non judicial stamp paper of Rs. 100/- duly notarized by notary, executed by land owners in favour of X to execute agreement for sale, sale deed, other deeds and documents and presentation and registration of such agreements, documents before the sub-registrar, for revenue matters also. The Sale Deed was executed by General POA holder on behalf of land owners in the hear 09-12-2009.the POA is not revoked at any time.

Now my question to experts is

(1) Is power of attorney valid for such long period of time.

(2) Whether the sale deed executed by POA holder is valid and binding on the land owners.

1.Notarized poa have no value in eye of law.
2.not valid sale sale deed.

yes an unregistered p.o.a is not valid

and according to that invalid p.o.a the holder dont have any right to sale the property.,

agree that power of attorney has to be registered . since it is notarised POA sale deed has no value

Notarized POA has no value in the eye of law and POA must be registered. So the sale is invalid
