OUR ORGANISATION IS AN AUTONOMOUS BODY UNDER s & T DEPT... OUR ORGANISATION HAS ENTERED INTO AN AGREEMENT WITH ONE OF THE HOSPITALS... WE ARE NOT ASKING ANY EMD OR BANK GUARANTEE. THE PATIENT HAS TO BE CHARGED AS PER CGHS RATES... WHETHER REQUISITE AMOUNT OF STAMP IS REQUIRED FOR AGREEMENT OR AGREEMENT IN PLAIN PAPER IS VALID... PLEASE CLARIFY

Being an autonomous body, better get clearance / advice from your law section / legal adviser in writing.

Stamp fee / duty is state subject, you may ask from local lawyer / refer state stamp rates mostly available online.

Which department is referred as " S & T" department?
On the one hand you have stated it is a government department (s&t) and on the other you are stating your organisation is autonomous, which is true?

S&T referred as ministry of science & technology... Medical facility referred as Cghs central govt health scheme... Inpatient facility at hospital... Agreement is between office and hospital on specific rates published by govt of India... We are placed at Bangalore

An agreement can be legally made through exchange of letters. The hospital may reply to you accepting the offer. Strictly speaking either ur letter offering the terms or the acceptance letter of the hospital should be stamped as agreement. But in practice these are left without stamp.
