Status of registered gpa's after supreme court judgment

In view of recent supreme court judgement regarding validity of power of attorneys, I would like to know following things 1. What would be the status of existing power of attorneys which are registered (with 3% stamp duty paid), having right to sell? are they eligible to sale if the next sale is in form of registered sale deed. 2. Is this judgement effective all over the country with immediate effect or only for Haryana / UP / Delhi / Punjab (states which have filed affidavits in this regard)or does the respective state govts have to issue some sort of notifications in this regard?

the judgement is effective all over india . if power of attorney is given to relatives then they can sell the property
