ESIC Scheme is applicable to the employees but the company does not make contribution for these employees.The company's management claims that employees are insured by some ICICI insurance policy & thus no need to make ESIC contributions.Is the company violating provisions of the Scheme??

Under the provisions of ESIC, if any company covers its employees under same or better provisions of ESIC under some other scheme then such company can be provided exemption from compliance of Act. It is now up to you to make enquiry at your own level whether your company has obtained such exemption or not.

You can move a letter to a local ESIC office in this regard and can also obtain the papers of your insurnace with ICICI from your employer as he claimed it.
