Submitting a petition in the high court by a complainant

sir,

I have a complaint can I submit it directly in the high court or supreme court what is the procedure? please let me know whom should address,number of copies of the petition to be attached and how the exhibits is to be marked as Ext A1 etc

file complaint in trial court and not directly in HC or SC.

What is the real issue? The High Court and the Supreme Court can be approached only in exceptional cases.
