How much time will take to receive Certificate after applying. Will their any charges for higher property values.

A "Legal Heirs Certificate" from your Concerned Revenue Dept would serve your Purpose if it is not for the purpose of Settling the Debts or liabilities of the Deceased.If the application is submitted Perfectly LHC could be received with in 30 days.There is only a Prescribed fee and the Description of Property need not be Stated in LHC Application and there will be a Column only for the Purpose and it has to be Stated Correctly.You could Do it your self with the help of Document Writers at Revenue Dept.

Succession certificate is issued by the court, time depend on work load with the court may take 1-2 years.

Fee is as per the value of property involved apart from lawyers charges.

Discuss with local lawyer to know the fee in your state.
