Yes
All Public Sector Banks constituted by an Act of Parliament or owned and controlled by the Government are Public Authorities within the meaning of section 2(h) of the Right to Information Act, 2005.

The Right to Information Act, 2005 is applicable only to 'public authorities'.
'Public authority' is defined in section 2(f)of the Act in the following words:
"(h) 'public authority' means any authority or body or institution of self- government established or constituted:
(a) by or under the Constitution;
(b) by any other law made by Parliament;
(c) by any other law made by State Legislature;
(d) by notification issued or order made by the appropriate Government,
and includes any:
(i) body owned, controlled or substantially financed;
(ii) non-Government organisation substantially financed,
directly or indirectly by funds provided by the appropriate Government".
So only the banks owned, controlled or substantially financed by a Government come within the ambit of the Act and the banks other than those (private banks) are not covered under the Act.
