Superiority and seniority between the defence officers and civilian officers in the armed forces.

What is the criterio for superiority and seniority for the civilian officers attached to the armed forces? Between the civilian officers and defence officers, Can SSB officers, without any knowledge , expertise and eligible and better qualification , command over the civilian officers in a field that requires specialization like translation etc...

Dear sir, This issue matters a lot coz in our organisation ( not mentioning the name), even from the inception of the feeder cadre of Jr. translators for the last 25 years, no one has promoted to Sr. Translator, Sr. Translators are recruited with DR, new officers are totally lack the efficiency and attitude to promote the OL policies , HIndi Officers are not appointed even after so much of time ie. 1968. So dearth of promotional avenues, receiving orders from less qualified officer in the field are some of the matters who are indeed the cause of frustration among the translators, who are selected after national level competitions having a PG degres for just one or two vacancies.......
