My brother is having surname of my aunty i.e., pinny on all certificate and on all legal documents except Aadhar card. On Aadhar card and on one property caste name as surname. He is a state government employee. How to change original surname on all documents

There is an Annexure-1 to be filled in by the applicant and the same shall be submitted to the Tahsildar or Magistrate. The applicant should execute a Deed as per Annexure IV on Non –Judicialstamp paper of Rs. 5/- attested by two witnesses preferably those known to the Head of the office in which Government employee is serving. The Deed should be published in prominent local newspaper as well as in State Gazette at his own cost. Process for publication in Gazette is same as that for other applicants.

Officially, or legally, there is nothing termed surname; it is all name. Any is entitled, originally, for name of his/her (parents/elders) choice and subsequently has the discretion to change the same at his/her choice following the due process.
