Tampering of record in quashi judicial proceeding by circle officer

In a quashi judicial proceeding before the Circle Officer, the Circle Officer changed few dates of passing order on the order sheet which was noted one year ago by his predecessor. Is he criminally liable for tampering with the judicial record of the proceeding. Whether the matter should be brought to the notice of the higher authority or a case under the appropriate section of IPC be filed before the CJM.

Tampering with public records is grave criminal offence.
If you have documentary proof to show the interpolation then lodge complaint with the higher authority as well as with the Police.
If nothing yields any result then go to CJM.

if you have documentory proof against CO you can file a criminal complaint against him before the higher authority or before the court.
