Taxation on property within grampanchayat limit under bvp act 1958 section 124

My SSI unit is working under MIDC area located within limits of village Grampanchayat. This Grampanchayat has issued us notice of taxes under section 124 of BVP Act 1958. The grampanchayat does not provide any services in MIDC area. How and under what sections we are liable to pay taxes? How to decide the amount with them?

Reply to them , that they are not providing any facilities like road, water and electricity then under such circumstances, we are not liable to pay such taxes.
