is a teacher selected through "madhamik siksha chain board, U.P." posted in an Inter College(government aided) as Physical Training Instructor comes in the category of Public Servant (as defined in section 21 of Indian Penal Code)?

No. Such employee is not a Public Servant as defined under section 21 of IPC. He is employee of a private aided education institution only.

I think (I am not sure):-
If the college is govt aided, the teacher is a public servant, as long as the college is getting the govt aid.
