A temporary employee recruited by government organisation for working in a project can demand for permanent employment?.
The initial appointment is done after selecting the candidate by a nation wide announcement in news paper followed by personal interview.and I have been appointed in PB3 15600-37100 with 18750 basic and 6600 grade pay. Also I have completed two years probationary period.
please provide link to the relevant documents where I can get further details about the same

You may check your offer of appointment whether on completion of probation you will be confirmed as a permanent employee for the post recruited for. If Project based employment and offer of appointment is accepted you may not have any right. If recruit rule of your organization provide for regularization or any earlier precedent you may try.

Permanency is not dependant upon the demand of any employee.
Your permanency depends upon your seniority amongst the temporary employees and also existence of adequate No. of clear perminent vacancies to accommodate the eligible temporary employees, including yourself, as per their seniority in the cadre.
