You can not be confirmed till any policy decision taken in the matter at government level.
Please contact employees Association to take up such matter.

Who is paying salary and how?
Is any salary slip being issued to you?

Existence of a permanent job is a must for your confirmation on your turn. If the post is temporary and being extended from time to time, you cannot claim permanency against a temporary post.

end of every month,I have submitted bill and on the basis of that govt.paid my salary by cheque or by bank transfer.
Salary Sanction order has been issued by the Divisional Head.

If that be, you are not even a temporary employee. You can be merely a contingent employee to serve on month to month basis.
So, forget about absorption and permanency. Try to seek some regular job elsewhere.

So you are submitting a bill and being paid.
Apparently you are only a contractor.
You are probably not even daily wager.

While you are still eligible for job as per eligibility conditions, make an attempt for job.
Don't waste precious youth and time here.

Supreme Court judgement forbid back door entry even for ad hoc or daily wager. Your case appears to be of less than them
