Yes, the person can very well persue Law after Engineering.

If that person having any degree from recognised university mean he can. Bachelor in engineering no bar for that.

Any person having recognized bachelors degree from any university is eligible for doing Law. No bar on engineering or other graduates to apply for the same is other conditions of age etc are fulfilled
