Threatening to cut water supply to our flat

Sir,
I am living in an apartment complex which does not have an registered association and neither any bye-laws.
The affairs of the maintenance is entrusted to one of the flat owner for a period of one year.
The present owner who has been looking into the matters of our flats has increased the maintenance citing repairs carried out by him.
I objected to this increase as he has not informed about the repairs which he says he has done without informing the owners and taking their opinion.
He takes into confidence those owners who are amicable to his ideas and does not inform other owners either thru a meeting or through a circular.
I have been paying the regular monthly maintenace and refused to pay the increased amount, the rest of the flat owners and tenants have paid the excess amount.
In a recent meeting they have decided to take action against those who have not paid the excess amount by way of disconnecting water supply to that apartment.
The maintenance amount which I have been paying covers the watchmans salary, common electricity, water and sewage bills and other sundry expenses.
I kindly wish to know whether this un-registered association which does not have any set of proper bye laws and changes the rules as per the wishes of a few owners has the power to disconnect the water supply which is considered to be a basic necessity to a human being to my apartment

Such basic amenities cannot be disconnected but on the other hand, such amenities can also not be provided without charging the due share. It shall be better to approach registrar and form a registered society as per rules and till then form an adhoc committee looking after the affairs of the society.

Make complaint to the public health department and also to the police authorities.

cutting water connection is a grave offence. Lodge complaint with police . If police fails to act then go to high court in its writ justification.
