It is no crime to give legal threats. Ask party to go ahead and lodge FIR. Once this is done and it is false that person can even be prosecuted by police/magistrate under 186 IPC and you can also lodge damages suit.But it is all theoretical. n India people keep filing false reports /cases and get away. people openly lie in witness and then change stand.

You got to clarify if he is threatening to lodge FIR because you are not complying with some thing you should or is he threatening you to lodge false FIR?
