To accept or reject the unfair litigation

Respected Experts
I want to know that is there any team of experts to judge the litigation(case)filed by the plaintiff is to be accepted or rejected?(i.e. to avoid unusual or unfair application )I want answer in respect of civil law rather than criminal law.

First be sure about your doubt then seek clarification.

A case with reference to your expression"unusual cases" would simply mean those cases which are
not "so common".

A civil case in court is accepted on the
ground of existence of a "right" vested
in one party and infringement of that right
by the other party.Such a situation once
claimed can not be decided without trial
in 99% of cases.If after trial court
finds the claim or defence vexatious
it has power to impose exemplary cost.

Likewise a criminal case is accepted for
trial by court on the basis of charge sheet
submitted by police after its preliminary investigation in cases cognizable and non
cognizable cases are accepted for trial by
courts after recording primafacie evidence
of the complainant. Here also provisions are
there in Cr.P.C to check false FIR and to
punish for it's false lodging.
