Your surname in your birth certificate and pass port is one and the same whereas in other documents it is different. While applying for pass port you might have enclosed the birth certificate and applied with the surname indicated in the birth certificate. In such case the Pass Port Office is correct and they will not change your surname. Please clarify whether my analysis is correct or not so that proper advice will be given by experts.

It appears that you have made a correction i the name in the school document fro that of the birth certificate hence the passport which was issued based on the birth certificate has reflected the error what you have queried here and I agree with the observation made by expert Mr. Malipeddi Jagga Rao. If the passport name is not going to affect you anywhere in your career, why do you bother about it, in fact it may be overseen due to the sound of the name when pronounced, however you may carry a notarised affidavit stating both the names are one and the same, which may suffice your requirement or to approach court for declaring your correct name by filing a declaration suit.
