Can father apply in city survey to join the names of his legal heirs in his lifetime for ancestral properties ?
if yes! how?

Gandhi ji! Until and unless you transfer the title of the property in the name of your son, its incorporation in municipal record is neither tenable nor legal in the eyes of law.
You can gift him or may get registered a settlement deed by registering it in the office of registrar and only then your desire can be fulfilled.

If the properties are ancestral as you state
then coparcener heirs can decide a partition between them and after implementing the same desired activity can be fulfilled,no gift attracted as it would be only share allocated to father that can attract gift if that too he wants to transfer just in his life time.
