This is not possible. Though in papers, the property is recorded in the name of your mother but still your step brother is also co-sharer in that property to the extent of 1/3 share as this property has been left by your father intestate.
The share of your step brother cannot be taken away by anyone and he is very much entitled to inherit the property of his father like you.
There may be certain conditions attached or restrictions placed under the relevant scheme while making allotment. So it is necessary to understand all the facts especially when the person making query has chosen to specifically make a reference to the name of the scheme. Without knowing the conditions to which the property is subjected to how can a query (and not quarry) be replied properly.
