Transfer of flat with mothers name

my father expired in 2008. we have two flats of that one is in the name of elder brother and other in my father's name. father not made any will or any other paper. my father told me before some year that one flat will be yours i.e. flat which was is in father's name. i want to trasfer it to my mother's name and after i will transer nimiation letter from her. it is my idea. i want to ask is this plan is okay or else is there other way to make this flat in my name? 0ne important thing that my both 2 elder brother dont have any objection. i want your avdice in that matter.

make application to society for trnafser of flat in your mother and your name . let your brothers give NOC to society .
subseqently your mother can execute gift deed in your favour and transfer flat in your name .
