Transfer of membership of society flat

I bought a property (society flat) in the year of 2005 on the basis of registered agreement to sale at Delhi from the original alloty.Since there has an Administrator been appointed I apply for the transfer of membership in Register office(new delhi)on july 2011 ,whether I am able to get the membership.

what were you doing for 6 years? why did you not make application earlier?

have you paid transfer charges? maintenace dues?

The then managing committee didn't approve our membership ,I am fighting since 2006.
Yes I paid transfer charges and there has no maintenance dues.

did they reject your application for membership? if not rejected deemed to be approved

I AND SOME OF MY FRIENDS APPLIED FOR THE MEMBERSHIP, RCS TODAY ISSUE A LETTER AND TOLD THAT THEY GIVEN THE MEMBERSHIP TO THOSE PERSONS WHOSE MEMBERSHIP HAS BEEN APPROVED BY THE EARLIER MANAGING COMMITTEE , FOR YOUR INFORMATION THEIR PROPERTY IS ALSO ON AGREEMENT TO SELL.

I do not know the law that authorizes passing of title on an agreement to sale.
