whether transfer of judicial officer is due to administrative grounds or as punishment? why same yardstick should not be used in the case of goverment servants?

Transfers are made at the request of the officers, based on complaints and also for administrative convenience. But, the transfers will not eradicate corruption. The platform for doing the corruption is getting changed that's all. When there is a prima facie for the corruption the officers will be suspended.
