Transfer of properties in villages, not registered in any one name

Dear Experts,

We are in process of transfer of property which is located in the village area and it is not owned by any body and there is no electricity connection or any other proof too.

How can we legally transfer the same.
The person who is using the property since before independence is ready to co-operate in all manner as we required.

Can we draft the Agreement of doing so ?

Who have no rights over the property he can do nothing over the property..

Dear Experts,

If we treat this an illegal one then in villiage area lacs of people resides since decades but no one heave kind of ownership proofs.
Since the properties are also getting transferred.
Hence, can we transfer the possession rights for unlimited period ?
If we make simple agreement then whether can it be registered in ?

Experts are requested warmly to comment on the same...

There can be the revenue records of past years paid by the present owners.

The owner is also ready to provide the same.

If the property is not owned by you in records or if you are not having title papers of it, it would be illegal to sell it.

Without title documents or patta issued by the government to the person who intends to sell the property in his possession without any valid or legal right or title, will be considered as an illegal act or an offence under land grabbing (prohibition) act.
