The invoice by B to C comes later.
To qualify as an E-I sale, all that is required by B is that he should endorse the GR in the name of C while the goods are still in transit.
B should first give Form-C to "A".
When B makes in-transit sale to "C", B should obtain Form-C from "C".
On the basis of Form-C obtained by B from C, he should obtain Form-E1 from "A".
If B effects in-transit sale, the description of the goods can never change. Therefore, A will not be in a position to give Form-E1 unless the description and quantity in the invoice is the same as in the original invoice of "A" to B.
