If both the certificates bears the same community, there is no problem for her.

SC certificate need to be read.

it states that the persons is ordinary residence (within meaning of Reprsentation of Peoples Act) of the area.

One cannot be voter at two places so one cannot be ordinary resident of rwo states


Having shifted to another state one cannot retain ordinary resident status of earlier stated [unless he is President/Vice President/ PM/CM/ Minister/MP/MLA/Def person/ posted Indian embassy/ prisoner/admitted in lunatic asylum etc]


Holding two certificates is illegal.

Your statement, "upto what extent he can harm her" is wondering. The question arise, in what way you are concerned with the SC certificates of the lady? Are you her husband intending to harm her on this issue?
