Unauthorised construction

Respected Sir,
i want to buy one flat at nallasopara west, i have cts no, this flat is legal or not how we can find out or which source i can find out that flats are legal. i thinking to get information through RTI Application. problem is which types of question asked to findout the construction is legal.
pls help to suggest me some question which i can asked in RTI Application Bldg

check whether builder has obtained occupation certificate from municipal corporation .
