I have purchased a flat in Dehradun. The prperty is about to be completed soon. The builder has issued a possession certificate for fit out purpose. What does it mean.

Only the builder can throw light on the matter. However, you may ensure that the construction has all the necessary clearance from the various authorities as per the local requirement.
