Is the person seeking cancellation is a party to sale deed?

Has the sale deed it self been made on the basis of rental value??

or it is cancellation of a sale deed by which some agricultural land is involved whose annual rent is fixed by collector popularly known as 'malgujari' in UP???

no plaintiff is not the party in sell deed.

no sale deed made on the basis of market value .

no agricultural land is involved in sale deed it is a house situated in city and it has a annual rental value in nagar palika record.

On the basis of information furnished,the suit will have to be valued on the basis of
market value shown in the deed but court fess would not be paid advolerum as the plaintiff is not the party in the sale deed.

Why dont you refer to the Court Fees Act of your state?
