Veh noc fraud and cheating

Respected sir, i purchased in jan 2011 a vehicle indica of BA No- DL-3C, AA XXXX, from a soldier of army to whoom i was introduced by my frnd through a network marketing company (we both working in air force). He said to post all doc with NOC after full payment. We paid cash 30,000(in jan11) and +50,000(may11) in his a/c. We said to send the NOC FOR JAISALMER RTO. In may he sent the doc by post DTDC to my residential home in which the NOC WAS ISSUED OF JAN 10 FOR ALLAHABAD RTO(army soldier's residence) and vehicle was not on his name. He still responding with negligency now he is desaster in army. I have witness but not taken in written bcoz of believe. We posted a letter to delhi on the address written on RC and told all. RTO OFFICE of delhi told me to make new registeration again. I m now posted at bhatinda (punjab) and can't be in delhi to work. Agents taking long time(till frm dec 2011) demanding 25000 and more.
Sir can u advice plz- 1. How can be NOC cancelled..? 2. How can i punish(fees of new reg. Again or more) that cheater legally..? As he taken noc 1yr before but not registered at allahabad. 3. The expert who can help me in delhi or jalandhar in this. With Regards. Plz
