verification by Govt Officer to Lodge FIR Under 498A

Kindly let me know that, Can a Section officer using his Govt Stamp verify on a plain paper that a Husband beating his ABC(wife)and lodge FIR against Husband under 498a.

without any specific complaint u/s 498A IPC from the complainant a govt. officer can not lodge an FIR.
