verification of educational certificate

I had been appointed in railway on B Sc. level in the year 2006. in the same year I had already passed M. Sc but could not submit the degree certificate of MSC as I had not received the same. in the year 2007 I when received the certificate I submitted the same to my office to upgrade my qualification in service file. But nothing was done till 5 yrs. Later on I again reminded the same then they refused to accept my certificate stating that I had not sought permission from department for under going master degree. I submitted reply the degree was procured prior to appointment. Now they are asking me to submit marksheet , admit card along with degree certificate duly attested by gazzette officer. At present I do not have admit card for which they are not accepting my appeal. Is their action and demand of admit card are justifying . please advise.

I smell artificiality in your present story also, as you have been habitual of asking academic queries.
Anyway, please clarify the following points:
1) For which post you were recruited in the Railways?
2) Whether recruited by competetive test or directly through open market on the basis of your CV?
3)If through examination/ compettitive test, in which month that exam was held by the Railways?
4) Was there any pecific reason that you could not including particulars of your MSc Degree in your CV and not submitting copies of certificates along with that?
5) What was the month of your joining the post in Railways?

Vague reply. Mere the term CV cannot be the plea to hold answers to other questions. However, for your information, CV is an abbreviation of the term "curriculam vitae" or bio-data in simple words. I used the word CV just to check how much you know about recruitments. Had you applied for any job, you could well have known, what is CV.
As your query is purely an academic query, you don't seem to have any answer even to my queries.

In railway recruitments are held by rrb and rrc through competitive exam. Apart from this, some appointment is held on compensation ground. There is no provision of open market appointment basin upon CV what u have stated. Anyway my question was not in regard to procedure of recuirment rather it was whether admit card is mandatory for verification of educational degree certificate and mark sheet or not. I am sorry if my question caused inconvenience to u and thanks for ur advise.

Did it have column on 'Courses being studied' ................Appeared in Examination etc'
