Voter id with photos lost

Gudmorning experts,
i am nagendra. on 24/9/2011 (saturday), i lost my purse at movie theater. it contains 5 passport photos, one VOTER ID original and 2 ATM cards.
i immediately went to police station and said the same and i asked them to file FIR but they rejected to file FIR and said that they will give a CERTIFICATE for the lost things. and they gave the CERTIFICATE for the above said things.
now i am fearing that if anyone who got my purse may misuse my photos or id card for acquiring mobile connection or any other.
will this certificate issued by police authority will be sufficient if at any time in future any misuse of my lost documents has taken place?
or i need to give a public notice in newspaper stating that on or after 24/9/2011 any contracts entered with the above lost documents are not binding on me?
please advice me

certificate by police will be sufficent . i presume you have informed the banks too that you have lost your ATM card and to please block your card .
once intimation is given to bank you cannot be held responsible if some one uses the card after intimation to the bank .
as an added safety measure if you so desire you can give public notice that you have lost the cards etc

As you said "i lost my purse at movie theater." No FIR would be lodge on this.
you have to inform banks about lost of atm card and concerned election office, in which voter id card issued.
To remove fear in your mind, you can also give public notice in newspaper.

IN ADDITION YOU FORTHWITH INFORM TO BANK ALSO. PUBLISHING THE LOSS IN VIA NEWS PAPER IS A SAFE BET TO MOVE AHEAD AND ALSO APPLY TO GET A DUPLICATE/FRESH VOTER ID CARD ON THE BASIS OF POLICE CERTIFICATE.IN THESE CASES POLICE DOES NOT REGISTER ANY CASE AS YOU DID NOT SAY SOME ONE PICKED YOUR POCKET AND YOU COULD NOT KNOW AT ONCE IN THE HALL.
