Warden is imposing lock on hostel room

My is Brother was allotted hostel accommodation in reputed educational Institute for his doctoral degree programme Unfortunately he could not complete the program as result the hostel warden has put their lock on the door of the room
In various educational institutes, the students were asked to retain the room till completion of programme but thsi educational institute had made their own norms and forcibly asking the students to find other alternative..In such case whether there is any legal remedy through civil court if the hostel warden adamantly didnot open the room

Your brother has failed to complete the programme. If on this he is no more pursuing the study then he has no right to retain the hostel room.
In any case every institution is free to frame their own norms for similar circumstances.

Yes, I agree with the views of expert Mr. Barman that every institution has a right to frame its own rules on the subject issue. sometimes, without knowing the actual rules, it will be waste to fight against them.

No!
Your brother has no cause of action to sue Warden or institute.
The Hostel belongs to institute and institute has right to frame rules to regulate allotment of rooms in the hostel as well as for expulsion of those allotted .
