This query is : Open
My 20 days old tenant connected his waste disposal line to common sewerage which is connected to common effluent treatment plant, without informing any authority like pollution control board or cetp authority.
I have permission only to connect sanitation line.
My tenant has allegedly disposed some acidic material in the sewerage line.
Pollution control board visited the premises.
I gave them all details about tenant available with me including his address and mobile number.
Other tenants have also submitted before all authorities including pollution control board, cetp and police that the particular space is in possession of that tenant, who has gone underground.
I also informed local p.s. who diarized entire information.
Tenant has been absconding since then and authority are asking me to produce the tenant before them, instead of asking police to do the same.
I have no idea as to what exactly is my responsibility in such situation and what do I need to do to safeguard myself.
Whom do I need to approach CETP or PCB or police or file any application with any court.

However, if you profess it to be your real problem, how would you like to justify that to be a genuine and realistic one? My simple question for your clarification is:

The tenant joined a 4inch diameter plastic pipe to the sanitation line of the premises, which are connected to municipal sewerage.
Which I think shouldn't have taken more than few hours to connect as it is simple plumbing job.
Tenant allegedly disposed some acidic material.
PCB people said that it disturbed pH balance of waste water at effluent treatment plant and cetp had to use much chemical to neutralize the same.

I know that nothing can satisfy your maniacal curiosity but still as a responsible member of this platform, I would like to make an effort.
NONE OF THEM ARE MY PROBLEMS OR ISSUES. FIRSTLY I ADVICE THEM TO POST THEIR ISSUES ON THEIR OWN, ON THIS PLATFORM. THEN IF I FIND THAT SOMEONE IS NOT COMFORTABLE IN POSTING ON HIS/HER OWN EITHER DUE TO LANGUAGE ISSUE OR LACK OF ADEQUATE TECHNICAL KNOWLEDGE, I TRY TO PUT FORTH THEIR PROBLEMS AS MINE AND HELP THEM WITH ADVICE I RECEIVE FROM LEARNED EXPERTS.

I can reply to your query, but you will have to satisfy me about the problem being real one by providing clearing my doubts, before I respond appropriately to your query.
As per your clarification your tenant must have taken a few hours to connect 4" plastic pipe to the sanitation line of the premises. In this connection my further queries are:
(1) How you remained ignorant about the misdeed of your own tenant, who caused material alterations in your structure?
(2) How the incidence came to the notice of the PCB and within how many days?

Plot has several tenants. Landlord visits the premises once or twice in a fortnight. Adding plastic pipe to existing pipeline doesn't need much time, as it is on ground floor...any normal plumber can add the pipe.
PCB people said that they noted a change in acidic content at effluent treatment plant and while trying to track the source they learnt about some tankers delivering some chemical at plot from their intelligence unit.
It is possible that some other tenant or neighbour might have informed them.
This tenant has taken premises on rent only 20 days earlier.

Venu Sir, we shall be frank in our opinion. In fact, not equally, but the owner is fully liable for the criminal acts of the tenant. Question arises, what the owner saw before tenting his/her premises to a stranger and for what purpose the premises was let out and for being used. Any incriminating activity has to be reported to the concerned authority by the owner, if not in his/her scope to deal with.

But, instead of making your position clear, in a taunting tone you put a very nasty question to him.

I NEVER STATED "NO REPLY" TO ANY QUERIST. A notice from PCB has been received asking about details of person in possession of that particular part.
Rent agreement and confirmation from other tenants has been submitted to PCB.
A copy of same has been also forwarded to local p.s. for information and records.
