we have self aquired property in ghaziabad, by father will
according to will two brother have self aquired property ,leave the one married sister,
is no dues certficate is neccessary from sister when name of both brother is mention in will,
sell the property by both brother ,is no dues certificate neccessary from ghaziabad development authority

from the facts stated by you it appears thatunder the will only 2 brothers have right in the property .
sister has been completeely excluded under the will .
in such you have to first transfer the property in name of 2 brothers . in case necessary acquire probate of will . probate is judicial proof that will is genuine .
if probate is obtained you dont need sister NOC for sale of property
