someone please explain me what is cross complaint and who can register it.

When for the same incidents both parties file the complaints it becomes a cross-complaint/

You can register the same at the PS or can move court for registration of the same.

Yes it is commonly called as cross cases.
When a single incident gives rise to two cases of warring parties then cross complaint or cross cases happens.
The judicial prudence in that circumstances is to make a analogous hearing of the cases.
