What is limitation to copy right law

I have live recorded music which is not publish by the author or any CD publishing house.
The singers are dead around 20 years back.
Can I post this on public domain? or distribute free?

Yes, you can unless the legal heirs of the composer comes forward and claim its royalty from you.

I heard Public performed programs have no copy right as it is not a published music, some one has to publish and take the copy right for that part.
This is classical Music programs performed in different places and either I or my friends have recorded in the concerned and not published on a CD or tape.
This means it is not copy righted. Am I correct in this?
Some on also told me for CD, record or tape the copy right limit is 21 years and then it has no copy right. Is this also true? In this case from the date of publication of tape, record or CD has no copy right. Is this correct?
I want to put classical mehafils on web which is not published any time.

Public performances equally come under Copyrights Act.
