What is my rights? please help in this issue.

Respected Sir's,
I'm owning an agri land in my home town in tamilnadu. It came from my Grandfather.
The above land is with us since 1960 till today. No issue in this.
Adjacent to that we have some un-usable dimple land. It is big dimple land which belongs to us one part and rest is the Government Land which is also with
us since that 1960.
We put a simple boundry for the whole dimple land and kept with us.
We do paid some village fees normally
collected for the agri land here.
My father passed away in 2005, after that
upto 2007 we have receipt of the agri fees.
Additional to that we paid some fees for using the government land too, but we lost
the fee receipt which is called
Miscellaneous receipt.
The Village officer avoid collecting fee
from me for these lands including
dimple and agri land stating some reasons that he got some instructions from govt. not to collect these miscl.fees for govt land along roadside because of NH extensions.
Until now all extensions are finished. Now need for this land for any extensions.
Agreeing that we waited for next year 2008. He again replied the same.
In this way we wait until 2012 middle.
At last we got some information that it has been divided and given to some
other persons. We were shocked hearing this.
That dimple land cannot be used for any cultivation or construction purpose
because there are two HD transmision towers over there in our own dimple land, which is not in the govt dimple land part.
So, I request you all experts to help me in this issue.
What is my rights in this issue. ?
What to do in this matter?
Do I have rights for claiming the adjacent government dimple land?
How to approach and whom to approach for this?

you can submit a letter to the VAO and also copy to Revenue Inspector and Tahsildar of that Taluk, stating that you are ready to pay Receipts. If no steps taken, get guidance from an Advocate to file a writ petition to get reliefs

Legally speaking, you have no right in that land but you can definitely claim for preferential allotment in case the same is going to be allotted but you have told that this has already been got allotted so better to obtain the relevant record and obtain the service of local lawyer dealing in revenue matters. Without going through the relevant document, the advice shall be only presumptive.

you have no rights on said land . it belongs to the Govt . as mentioned by you it may be needed for NH extension .
