What is the process to bring younger brothers dead body from canada?

Respected Sir, One of my colleagues younger brother had met an accident in Danforth Canada on 25th of September 2015 and he died on the same time. His name is Mohammad Ibrahim Ansari. He was in Canada from past 22 years (Age 40) but still he was not get resident permit from Canadian Govt. due to some Nominal Laws of Canada. Now the late ibrahim's elder brother want his dead body to bring back in India for complete the process of funeral. Now, We want to know the legal process to collect the dead body from Canadian Police and get back his body to India for further process.

Requirements for transportation of Dead Body to India :

(a) Registration of Death with the Consulate ( in case of Indian nationals only).

(b) Death Certificate in original from Canadian authorities (Authenticated by the authority in the province concerned) and a copy thereof

(c) Letter from Public Health Office indicating “No Communicable Disease”

(d) Embalming Certificate, Coroners Certificate for shipment, Name, address, telephone number, etc of the consignee.

(e) Flight details by which the body is to be carried.

(f) Fees: C$ 1/- for Indian nationals; C$ 32/- + $2 Consular Surcharge (Total Fee $ 34) for foreign passport holders

As it is an accident and unnatural death, U can take the assistance of the Indian Consulate in Canada for expediting the process.u will have to bear the cargo and mis charges for bringing the body to India.
